There is a water control mechanism in the toilet tank that is connected to an object that floats. Once the water rises up to it, it will then raise the object which will turn off the water. If the plug in the bottom of the tank does not close, water will constantly run and cannot fill up to a “full capacity” which in turn will not trigger the mechanism to stop the water flow.
